2008年5月20日 中国北京 － 日前，在中国移动自今年4月开始的我国自主知识产权3G标准TD-SCDMA展开试商用并规模放号后，2008北京奥运会组委会宣布将在奥运期间采用TD-SCDMA标准的3G服务，用户将会在北京等六个奥运城市使用3G终端观看比赛直播和发送邮件。随着中国新兴3G时代的到来，手机市场出现了新的契机，新系统及产生的新业务，极待产业的创新来大力配合和支持。中国规模最大的专业手机产业展览“2008国际手机产业展览会暨论坛”（又称天津手机展，简称IMIE2008），则适时的为中国手机产业从以原始设备制造商(ODM)为主导的第四发展阶段，迅速转向创新联合体为主导的第五发展阶段提供了平台。

　　May 20, 2008 Beijing, China – After the commercial trail of China Mobile for TD-SCDMA, China’s home grown global 3G standard since April 2008, the Organizing Committee of 2008 Beijing Olympic Games announced that China will provide 3G service in 6 Olympic cities during the games. The subscribers will be able to use TD-SCDMA terminals to watch the live broadcasting of the games and to send and receive emails. With the coming of China emerging 3G era, new opportunities are emerging in mobile phone market, new systems and new businesses that will be brought by TD-SCDMA need a lot of supporting industry innovations. At this right time, the largest scale and professional exhibition in China mobile phone industry, 2008 International Mobile Industry Expo. (IMIE2008, or Tianjin Mobile Exhibition), is providing the right platform for China mobile industry to swiftly move from the fourth development stage which is dominated by Original Design Manufacturer (ODM), to the fifth development stage which will be dominated by innovative united entities.

　　根据中国ICT市场专家分析，国内本土手机产业在经历了外资和合资企业为主的起步阶段、2000年前后中国品牌贴牌生产导入市场和2003年起的手机设计公司推动产业发展三个重要阶段后，目前正在处于以“原始设计制造商(ODM)”为中心的产品竞争第四阶段，并出现向以创新功能和差异化设计为主导的第五发展阶段转移。

　　According to analysis of experts in Chinese ICT market, China local mobile phone industry has experienced 3 important phases, from initial phase dominated by foreign corporations and joint-venture corporations, second phase that is marked by China production with foreign brand around 2000, to third phase when mobile phone design houses drive the development of China mobile phone industry. Now it is entering into the fourth phase that is marked by product competition around Original Design Manufacturer (ODM), and start to move toward the fifth development phase that is dominated by innovative functions and differentiated designs.

　　受TD商用等第三代移动通信的部署拉动，中国本土手机产业发展有望进一步提速。非常明显的是，中国的3G发展，技术和产品并不是最重要的障碍，运营商的服务内容开发及盈利模式才是最为关键的因素。所有的业务创新和运营商为了推动这些业务的应用而进行的终端定制采购，以及今天ODM模式的局限，加速了中国本土手机产业从第四阶段向以创新功能和差异化设计为主导的第五发展阶段转移。

　　Pulled by commercial deployment of 3G mobile communication system including TD-SCDMA, the development of China local mobile phone industry is expected to move faster. It is very clear that technology and product are not the most important barriers against the development of China 3G industry, but operator’s service content and business mode are the most crucial factors. All the business innovations, operators’ customized order for terminals in order to drive these businesses, as well as the limitations of today’s ODM mode, have speeded up the shift of China mobile phone industry from the fourth phase to the fifth phase that is dominated by innovative functions and differentiated designs.   

　　目前，中国移动通信产业面临巨大的压力，整个产业只有从传统服务和产品制造快速转向服务创新和技术创新，才能够在未来获得更大的发展。全行业近期发展的牵引力是运营商针对第三代移动通信(3G)的新服务和新商业模式，而产业发展的推动力是手机厂家和芯片等技术供应商的创新技术和产品。在前不久由天津手机展组委会在上海主办的手机产业创新研讨会中，听众们从中得到了证实。

　　Currently China mobile phone industry is facing huge pressure, the whole industry couldn’t get further development in the future, unless it could shift rapidly from traditional services and product manufacturing to service and technology innovations. The traction of development for China mobile phone industry in the near future is the new service and new business modes of 3G mobile communication provided by operators, while the driving force of industry development is the innovative technologies and products created by mobile phone manufacturers and technology vendors including chip vendor. This has been verified during the innovation seminar of mobile phone industry held by the organization committee of Tianjin Mobile Exhibition in Shanghai.

　　会上，TD—SCDMA产业联盟市场总监逯宇女士在演讲中表示，目前TD—SCDMA产业链已非常成熟，多厂商购货环境完全形成。芯片方面，目前大唐、展讯等基带芯片已完全稳定；终端方面，将重点推动多样化的TD解决方案，如双模终端，高端、低端多样化的TD终端方案；在应用业务开发方面则着力推进一些特色的、满足市场需求的丰富业务，并加强与运营商的采购订制合作。在每一个产业链环节上，都在强调求新求变，这也促使细分市场必须采取自主技术研制、自主知识产权模式，发挥中国市场潜力巨大和先占优势，实施差异化战略，采用专业化、质量和品牌战术等关键成功因素，将3G阵容由大变强。

　　At this seminar, Ms. Lu Yu, Marketing director of TD-SCDMA Industry Association, said in her presentation that the industry chain of TD-SCDMA is very mature now, and multi-source purchase environment has been completely formed. At chip side, performance of baseband chips from DaTang and Spreadtrum have completely proofed their stability. At terminal side, diversified TD-SCDMA solutions will be particularly driven, such as dual-mode terminals and comprehensive high-end/low-end TD-SCDMA terminals. And in development of application business, will focus on driving some feature-rich business which could meet markets demands, and enhance the cooperation with operators about customized procurement order. In every node of the whole industry chain, innovation and change is emphasized, this trend forces every fractionized market to adopt proprietary technology and intellectual property mode, exert the big potential and prior advantage of Chinese market, implement differentiation strategy, and adopt key success factors such as professionalism, quality and brand tactics to make 3G camp become bigger and stronger. 

　　值得注意的是，产业链中的中国芯片厂商在前进中也看到了3G时代所带来的契机，应需而变、不断的走技术创新的产品差异化路线，成为了中国手机产业向以创新功能和差异化设计为主导的第五发展阶段转移的有效推动力。芯片厂商代表展讯通信（上海）有限公司自美国纳斯达克成功上市后，成功收购开发CMOS射频模块的Quorum Systems公司，使展讯得以成功地实现其无线解决方案平台。为了抓住环渤海地区移动通信产业高速发展的机会，展讯在滨海新区也设立了新的研发中心，并积极参与IMIE组委会与上海集成电路行业协会组织的活动。

　　It should be noted that Chine chip venders in the supply chain also see the opportunities brought by 3G era when they are moving forward, and continuously move on the product differentiating road with technology innovation according to changing market demands, this has become the effective driving force for China mobile phone industry to shift to the fifth development phase. As the representative of chip venders, Spreadtrum has successfully acquired CMOS RF module developer Quorum Systems after being listed on NASDAQ, which enabled it to provide its own wireless solution platform successfully. In order to grasp the high-speed development opportunities for mobile communication industry around Bohai Area, Spreadtrum set up a new R&D center in Binhai New district, and actively joined events organized by IMIE organization committee and Shanghai Integrated Circuit Industry Association.

　　“We can provide 2.5G and 3G solutions already, and will support coming LTE. Through the acquisition of Quorum, we are able to develop and offer different solutions for different markets. Our single chip baseband and single RF module dual-mode solution are designed specially for unique requirements of China market, it can significantly reduce system cost and power consumption, and can implement quality control of system products. ” Senior Marketing Director of Spreadtrum Mr. Zhang Ce stated in the seminar of mobile phone innovations, “We hope to provide such a platform, on which we could work with our brand manufacturers, ODM and operators to develop out various differentiated products.”

　　与此同时，主导着国内手机产业的ODM和设计公司也在发生着变化，许多领先的ODM和设计公司也加强了与芯片行业更加深入地合作，如国内近年来高速发展的上海闻泰科技电子有限公司与展讯就建立了联合实验室。闻泰公司派出了其副总裁朱华伟先生参加了研讨会，并根据其多年的IC及模组应用体会和经验，在天津手机展推介会上介绍了如何让设计公司与芯片企业实现双赢。

　　Meanwhile, changes are also happening to the ODM and design houses which dominate local mobile phone industry, many leading ODM and design houses have also enhanced the cooperation with chip industry. For example, as a company who has won rapid development in local market in recent years, Wingtech has set up a joint lab with Spreadtrum. Representative of Wingtech Mr. Zhu Huawei has joined the seminar, and made a presentation to introduce how to achieve double win between design houses and chip suppliers in the promotion conference of Tianjin Mobile Exhibition based on his rich experience in IC and module application field.

　　“芯片厂商的创新首先要考虑到IC的先进性和实用性，先进性本身不是目的，能够提供实用和新颖的功能是最需要的。其次，芯片厂家也要考虑芯片的后期成本，芯片的本身成本并不是唯一的因素”。闻泰公司派出了其副总裁朱华伟说。“第三，芯片厂家要充分考虑IC相关的配套成本和配套的能力，这一方面也是IC公司比较容易忽视的一点。第四，芯片厂商要有好的策略，除了好的产品设计和好的功能，我认为还要有比较好的市场策略，共同为最终用户创造最大的价值。”

　　“At first, chip venders should think about the advancement and practicability of IC with high priority during innovation, advancement itself is not the goal, most importantly it should be able to provide practical and innovative functions. Secondly, Chip venders should also consider the post-production cost of chips, because chip cost itself is not the only factor for a system. ” Mr. Zhu said, “Thirdly, chip vendors should pay much attention to related accompanying cost and system development ability with IC, as this point is much easily neglected by IC vendors. Finally, chip vendors should have good strategy. In addition to good product design and good features, I think they should also have better market strategy in order to jointly create biggest value for end user. ”

　　作为已经连续举办了五届的天津手机展，面对我国手机产业的发展格局，自身也在进行着不断的变革；为了促进产业长期可持续发展，天津手机展组委会将联合国内外运营商、手机设计和制造企业、芯片模组和软件供应商共同推进中国手机产业的创新。在今年6月12日-14日将举办的2008天津手机展上，组委会计划与有关机构和运营商共同搭建TD-SCDMA第三代移动通信体验区，并展示有关新型终端和芯片解决方案，让观众更直接地了解3G，了解最新的产业创新资讯，这将成为中国手机产业进入以协同创新为特色的第五发展阶段的重大步骤。

　　Though Tianjin Mobile Phone Exhibition have been held successfully for 5 years, it is also undergoing constant evolution when facing with the changing development structure of China mobile phone industry. In order to drive long-term persistent development of this industry, organization committee of Tianjin Mobile Phone Exhibition will collaborate with local and international operators, mobile phone design and manufacturing companies, as well as chip module and software suppliers to jointly accelerate the innovations of China mobile phone industry. In 2008 Tianjin Mobile Phone Exhibition which will be held from June 12 to 14, the organization committee plan to build a TD-SCDMA 3G communication experience zone with relative organizations and operators, and demonstrate some latest terminals and chip solutions. The purpose is to enable visitors to know 3G more directly and know the latest industry innovation information, this action will become an important step for China mobile phone industry to step into the fifth stage which features cooperative innovations.
